Firearms From Out-Of-State

Online Purchases:
Firearms may be purchased from online auctions such as GunBroker.com or from online firearms distributors. Firearms may be shipped from an out-of-state source but must be received by an FFL (Federal Firearms License) holder such as JR Gun Sales.
Firearms may be sent to JR Gun Sales by an individual seller (online auction) but we require that the seller send us a copy of their valid State or Government issued identification along with the firearm.


Purchases or Shipping Between Individuals:
Firearms may be shipped from an out-of-state individual, such as a family member, but must also be received by a FFL holder.
 
Firearms may be sent to JR Gun Sales by an individual but we require that the seller send us a copy of their valid State or Government issued identification along with the firearm.


Local Face To Face Transfers

Local Purchases or Sales by Individuals:
Firearms that are purchased or sold by a local individuals and the seller would like to be sure the buyer is able to legally possess a firearm

JR Gun Sales will perform the NICS background check after the buyer fills out the ATF Form 4473 and provides a valid Government ID.


At Time of Firearm Pickup

An ATF Form 4473 will need to be filled out by you when you come to JR Gun Sales to pick up your firearm. You will also need to show a Texas State or Government issued identification.
If you have been a resident in the State of Texas but do not possess a valid Texas Identification, you will need to provide a current utility bill showing your Texas residency along with a valid form of State or Government issued identification.

NICS - National Instant Background Check System

An FBI Background Check will need to be performed by us after filling out the ATF Form 4473. This is done over the internet and usually takes 5 to 30 minutes.

Background Check Exception: If you possess a current Texas License To Carry (LTC) the FBI Background Check will not be necessary.

The FBI will respond with one of three possibilities:

Proceed: This means that the firearm may be transferred to you and you will be able to leave JR Gun Sales in possession of your firearm.

Delayed: This means that for some reason further investigation is required by the FBI prior to you being able to possess the firearm. You will not be able to leave JR Gun Sales with possession of the firearm. If we have not received a final determination (Proceed or Denied) from the FBI after 3 business days, the firearm may be transferred to you and you will be able to come back to JR Gun Sales and take possession of your firearm.

Denied: This means that at least one matching record was found in the NCIS database that determines that you are not allowed to possess a firearm. Because of this FBI determination you will not be able to leave JR Gun Sales with possession of the firearm.

If for some reason, unknown to you, the FBI returns a "denied" response an appeal process is available to you and can be applied for through the FBI NCIS system.
